Replacement of Lost ID Cards

Problem

Some users chronically lose their ID cards. This then
  1. costs NYSBC Member Institutions money for the replacement card and the staff time
  2. distracts scientific staff from their primary work
  3. potentially creates security issues for everyone at NYSBC

To encourage ID card retention, NYSBC will in future charge for any second replacement card within four years of original or replacement issue.

Charge

Since NMR users are the prime problem here, the charge will the a $100 equivalent reduction in the offender's Member Institutions access to facilities, presently 1.1 h of 900 time. This will appear as a specific offset in the Nmr Schedule so there's a shame factor too.
  1. Alternatively, pay the $100 to NYSBC.
